Almost 30 organisations representing primary producers and other agricultural sectors have issued a joint statement calling for a delay in the entry into force of the EU Deforestation Regulation (EUDR). The organisations point out that the new rules are less than 100 days away from coming into force, but that there is still a lack of clear implementation measures.

The organisations expressed concern about the high level of legal and market uncertainty faced by operators and traders. They call on the European Commission and Member States to provide clarity on the EUDR requirements and their practical feasibility.

The organisations stress that there is no last-minute fix and call for a delay in the entry into force of the EUDR to give companies enough time to prepare. Entry into force at such short notice poses serious threats to our industry and could lead to the bankruptcy of small businesses and job losses.

The organisations also note that a rushed implementation of the EUDR could lead to serious market disruptions and reduced security of supply for food, feed and forestry products. In short, haste could have significant negative economic consequences," the statement said.

The organisations call on the Commission and Member States to recognise the deadline as impossible and to take immediate action to delay the entry into force of the EUDR.

EU officials said uncertainties remain, but unveiled a new "certification" platform that will be used to ensure verification. Operators will be able to register on the system in early November. A longer-term set of required documents and frequently asked questions (FAQs) is still under development but is expected to be published in the near future.

EU Commission President Ursula von der Leyen is considering postponing the implementation of the Regulation, but this will be discussed at the Environment Council meeting scheduled for 14 October.
