European Commission proposes to postpone by one year the application of the Regulation on the Conservation of the World's Forests (EUDR)

The European Commission has initiated an amendment to Regulation (EU) No 2023/1115 of the European Parliament and of the Council (EUDR), which proposes to postpone the start of the implementation of the Regulation by 12 months, after having considered repeated requests from business, countries around the world and EU Member States.

If this EC proposal is endorsed by the European Council and the European Parliament, the Regulation will apply to medium and large enterprises on 30 December 2025 and to micro and small enterprises on 30 June 2026.

The EC's aim in publishing this proposal is to provide clarity on the way forward and to ensure that the EUDR is successfully implemented in tackling the pressing global problem of deforestation. It underlines that the proposal to postpone the entry into force of the Regulation in no way undermines the objectives or the substance of the legislation as agreed by the EU legislators.

The additional one-year period will allow businesses to adequately prepare for the implementation of the requirements of the Regulation, but the postponement should not postpone the preparations for the implementation of the Regulation.

Please note that the EUDR Information System will be operational later this year as planned, and the instructions for using the system and the forms for applying for the Information System training will be published on this website in the near future.

This Regulation requires companies (including natural persons for commercial purposes) supplying or exporting timber, soya, coffee, cocoa, olive oil, cattle and rubber and their products for the first time to or from the EU market to put in place a due diligence system and to carry out an analysis of their supply chains in order to prevent deforestation and forest degradation.
