The Seimas approves the transfer of state land in rural areas to municipalities

The Parliament has adopted amendments to the Land, Land Reform and Local Self-Government Laws, which provide that, as of 1 January 2027, all state land located in rural areas will be transferred to municipalities. The amendments to the law, in order to speed up the adoption of decisions related to the management of state land, transfer the functions of leasing state land plots and concluding usufruct agreements to mayors (currently performed by municipal councils) as of 1 May 2026.

The transfer of state land to municipalities will allow municipalities to plan and use their territory efficiently, to fulfil their obligations to the community and its interests, to provide services to the population on a one-stop shop basis, and to ensure more rational management of state property.

The amendments also strengthen the role of the National Land Office as a supervisory authority to ensure that the new trustees of state land manage state land in a transparent and rational manner.

The amendments to the Land Law (draft No. 699(2) were supported by 73 votes in favour, none against and one abstention.

Amendments to the Law on Land Reform (draft No. XVP-700(2) approved by 73 votes to none, with one abstention.

Amendments to the Law on Local Self-Government (draft No. XVP-702(2) were unanimously approved by 74 of the members of the Seimas who took part in the vote.
